In a 1- to 2-quart pan, mix 1 cup rice vinegar, 2/3 cup sugar, 1 tablespoon minced garlic, 1 1/4 teaspoons hot chili flakes, and 2 tablespoons Asian fish sauce (nuoc mam or nam pla) or 1/2 teaspoon salt. Stir occasionally over high heat until mixture is reduced to about 3/4 cup, 12 to 15 minutes. Let cool.
